Transmission providers function as regional monopolies, with the Australian Energy Regulator (AER) determining their revenue and capital returns in five-year blocks. The AER ensures a balance between company profitability, the prevention of transmission monopolies and affordability for downstream users. Interest rates and bond market conditions have influenced revenue allowances because of the transmission providers' dependence on a combination of debt and equity financing to fund their large asset bases. While the post-pandemic interest rate surge has weighed down margins, transmission networks have maintained a healthy buffer between revenue and expenses.
