Bridge & Tunnel Construction in Germany industry analysis

Although turnover in the bridge and tunnel construction industry has fallen by an average of 0.1% per year since 2020, the order prospects for German bridge and tunnel builders have improved over the past five years. Since 2020, the public sector has successively increased its construction spending in order to make up for missed infrastructure investments. Many road bridges in Germany are in need of renovation. When they were built, they were not designed for today's high traffic volumes. This is why there is currently increased investment in infrastructure and road construction companies are awarding more contracts to the bridge and tunnelling sector. The same also applies to rail transport routes, which are still to be expanded.

IBISWorld expects turnover in the bridge and tunnel construction sector to increase by 5.3% year-on-year to 2.4 billion euros in 2025. The additional loan funds mobilised by the special infrastructure fund in spring 2025 are likely to stimulate growth, as growth in the sector was undermined by sharp increases in construction costs from 2021 onwards in the last five-year period.

Over the next five years, IBISWorld expects average annual industry growth of 2.4% and industry turnover of 2.6 billion euros by 2030. The expansion and new construction investments made by the federal government as part of the 2030 transport infrastructure plan are likely to continue to provide growth potential. The latest restructuring measures in the German transport sector are also likely to have a positive impact on development in the medium term. In 2021, for example, the responsibilities for motorways were centralised and fully assigned to the federal government and in 2024, the federal government was allowed to participate directly in the maintenance of the rail network.

Trends and Insights

  • For several years now, the German government has been investing more in transport infrastructure. Due to the constantly increasing volume of traffic, the demands on transport infrastructure have grown.
  • The industry generates almost half of its turnover from the construction and maintenance of road bridges. Almost one in ten bridges in Germany is in inadequate condition.
  • Most bridge and tunnel construction companies are located in the central region. Densely populated North Rhine-Westphalia in particular requires appropriately developed transport routes and many bridges and tunnels.
  • In bridge and tunnel construction, several companies often work on a project at the same time. The cooperation takes place either within the framework of a so-called consortium, in which several companies join forces to carry out a construction project, or a lead company commissions subcontractors for certain services.
