Floor & Wall Covering in Germany industry analysis

The high demand for housing boosted demand for the trade services provided by industry players, particularly in the first half of the last five-year period. Rising disposable incomes also ensured that more and more households were willing to invest in the renovation and refurbishment of their homes, which also increased demand for the industry's services. However, sharp rises in building material prices and the turnaround in interest rates led to a slowdown in construction activity, which has continued into the current year. Building construction slumped particularly sharply, leading to a significant deterioration in the order situation for industry players. IBISWorld therefore expects the industry's total turnover to amount to 16.3 billion euros in 2025. This corresponds to a decline of 0.7% compared to 2024, meaning that the industry's turnover has fallen by an average of 2% per year over the past five years.

The slowdown in construction activity in recent years has not only had a negative impact on sales growth. Due to intense competition and a high number of companies in the industry, price competition between companies in the skilled trades sector, which was exempt from authorisation until 2020, has intensified. In addition, many tradespeople are now employed on construction sites through subcontracts. As a result, the profit margin of companies in the sector is also likely to decrease in 2025 due to increasing price competition.

Sales growth in the sector is likely to pick up again over the next few years. This is due to the increasing demand for living space, the promotion of sustainable construction and the stabilisation of construction interest rates. Industry turnover is expected to grow by an average of 4.3% per year between 2025 and 2030, totalling 20.2 billion euros in 2030. The industry also draws hope for the future from the reintroduction of compulsory master craftsman qualifications in many industry segments in 2020. Industry participants expect the change to make the industry trades more attractive to trainees, improve the public image of the entire industry and have a dampening effect on the intensity of competition.

Trends and Insights

  • As of 2020, a master craftsman's certificate is once again mandatory in order to set up your own business in the sector. The aim is to make the sector more attractive to trainees and employees again and ensure the quality of the sector's services.
  • Flooring installation is the most important service provided by industry players. Demand for flooring installation increased due to the construction boom, which will continue until 2022. However, the share of sales in this category has fallen as a result of the slowdown in new residential construction.
  • Most companies in the sector are located in the centre of Germany. North Rhine-Westphalia alone is home to almost 20% of all companies in the sector. Hesse and Rhineland-Palatinate also have a relatively high proportion of tiling and flooring companies.
  • Competition within the industry is fierce. With the abolition of the master craftsman requirement in 2004, the number of industry players increased rapidly, which intensified competition. However, the reintroduction of the master craftsman requirement is likely to reduce the intensity of competition somewhat in future.

Industry outlook (2025-2030)

Market size is projected to grow over the next five years.

Trends and Insights

The construction industry should slowly recover and generate growth potential

  • Construction activity, which has slowed considerably since 2023, is likely to pick up again at the beginning of the next five years in view of the high demand for housing in urban centres and improved construction conditions. According to the German Economic Institute, around 302,800 flats will need to be built each year between 2026 and 2030 to meet future housing demand in Germany. One of the factors contributing to the boost in construction activity is the reduction in the European key interest rate. This measure by the European Central Bank, which aims to make credit financing more favourable, is likely to significantly boost construction activity.
