The development of industry turnover is heavily dependent on the global market price for crude oil. Since 2020, industry turnover has risen by an average of 8.8% per year. The coronavirus crisis and the Ukraine conflict have significantly increased the volatility of the price of crude oil and thus the volatility of industry turnover. Sales of fossil fuels have decreased structurally, which is due to the accelerated switch to renewable energies and the tightened climate policy. In addition, numerous plants have lost profitability due to falling capacity utilisation and rising production costs. In particular, the discontinuation of Russian oil imports due to sanctions against Russia in 2022 has made procurement more expensive, as more supplies had to be sourced from regions such as Norway and Kazakhstan. The changeover required technical adjustments and additional infrastructure investments, which further increased costs. At the same time, rising CO2 prices and stricter requirements of the European Emissions Trading System led to a significant increase in costs, which weakened margins. As a result, companies have reduced their fossil fuel production lines and invested more in green hydrogen technologies and carbon capture plants. The switch to alternative energy sources and sustainable raw materials marked the beginning of a structural reduction in traditional refinery capacities in Germany.
