Analyst Frankfurt, Germany July 2025

In the past five years, the introduction of the Deutschland Ticket has made local public transport in Germany significantly more accessible to a wider range of users. This is reflected in a continuous increase in passenger numbers. In 2024, 2.7 billion passengers were counted in local rail transport, 3.9 billion in tram transport and 5.2 billion in bus transport - growth of between 4% and 6% in each case compared to the previous year. The average journey distance increased slightly from 22 to 23 kilometres. This positive development shows that improved fare models and simplified access are making a decisive contribution to increasing demand. At the same time, however, the increased number of passengers poses growing challenges for transport companies' capacities, infrastructure and maintenance staff. Companies are responding to this by expanding services on commuter routes and hiring in the areas of train driving, maintenance and customer service. However, the ongoing shortage of skilled labour is making it difficult to implement these measures and remains a key hurdle to future growth.
