Waste Collection in Germany industry analysis

Despite some challenging conditions, the industry has developed positively up to 2022. Increased environmental awareness led to new regulations and slower growth in waste volumes. The waste sector benefited from more complex disposal services and higher sales. The pandemic had a negative impact on the industry, as waste volumes fell and revenue from resale declined. Nevertheless, waste volumes in the construction and demolition sector remained high, which was positive for the players. Construction and demolition waste accounts for around half of the waste generated in Germany. Since 2023, construction activity has fallen sharply, mainly due to increased construction and material costs combined with higher interest rates for construction financing. This has also significantly reduced the volume of waste, which is reflected in declining turnover in the industry. Since 2020, turnover has fallen by an average of 3.4 %. In 2025, industry turnover is expected to increase by 0.5% to 22.5 billion euros. The profit margin is currently increasing again after having fallen since 2022.

Production volumes are likely to rise again this year, which should also increase the volume of waste generated. With key interest rates falling and construction loans becoming more favourable again, building construction and other areas of the construction sector are likely to benefit from more construction contracts in 2025, further increasing demand for waste collection services.

For the period from 2025 to 2030, IBISWorld expects average annual growth of 1.9% and a sector turnover of 24.7 billion euros in 2030. The trend towards remunicipalisation is likely to become less significant in the medium term due to the financial weakness of local authorities as a result of the crisis and may even reverse in some cases, leading to greater privatisation. The number of sector companies and employees is expected to continue to rise until 2030, as the sector is likely to benefit from society's growing environmental awareness and thus an increase in demand for complex waste management services.

  • The industry's revenue development is significantly influenced by the volume of waste generated in Germany, with around half of the waste generated coming from the construction industry. With the slowdown in construction activity, the volume of waste has also fallen sharply since 2023. According to data from the Federal Statistical Office, around 380 million tonnes of waste were generated in 2023. This was around 4.8% less than in 2022 and the lowest volume of waste since 2010. The biggest decline was in construction and demolition waste, which fell by 8.1% compared to the previous year.

Production volumes are slowly recovering and reducing waste volumes in the industry

  • Germany has only recovered slowly from the pandemic and the energy crisis. According to calculations by the Federal Statistical Office, economic output in 2024 was only 0.3% higher than before the coronavirus pandemic. Consumer spending by private households in 2024 was even below the pre-crisis level. Accordingly, the amount of waste generated by industry was also lower compared to the pre-crisis period, especially as industry is endeavouring to generate less waste per unit produced anyway, for example by reducing material loss during the production process.
