- The costly nature of agency staff is leading to reform among NHS Trusts. According to the Department for Health and Social Care (DHSC), in June 2025, the NHS spent £3 billion on agency staff in 2023 to 2024. Recruitment agencies have charged the NHS up to £2000 for a single nursing shift, due to the significant staffing vacancies across the service.

Demand for agency staff will fall amid the NHS Long-Term Workforce Plan
- Agency staff are viewed as incredibly costly, less sustainable and according to NHS England, the use of agency staff can negatively impact the patient experience because of the lack of continuity in care. The NHS Long-Term Workforce Plan aims to eliminate agency use by 2036-37. The Plan outlines that the reliance on temporary staff for full-time or equivalent positions will dip from 9% in 2021-22 to 5% in 2032-33, with most temporary roles being filled by bank staff as needed. A report from Meridian Business Support in August 2025 indicates that the government plans to ban NHS Trusts from using agencies to hire temporary level workers in bands two and three, for example, healthcare assistants, in early 2026.
